Lithuania is relatively poor in natural resources, but following the human social development index, the United Nations rates Lithuania 52nd among 174 countries, thanks mostly to the advanced system of education. Jeffersonís maxim claims: "Education is the anvil upon which democracy is forged." Lithuania has been one of the leaders among post-Soviet states in reforming its educational system. The key elements of the educational reform are: the introduction of critical thinking and studentsí preparation for independent decision-making as adults in civil society and a market-based economy.
